Licensing[edit]
I'm not sure that Anthems fall under Template:PD-RU-exempt. Compare, for example, to Russia's National Anthem file, for which there's an official CC BY 3.0 licensing. Of course, there is http://gossov.tatarstan.ru/site_copy (in Russian), but it doesn't reference "1259 of Book IV of the Civil Code of Russian Federation". Here's translation:
All materials of the official website of the State Council of the Republic of Tatarstan can be reproduced in any media, on Internet servers or on any other media, without any restrictions on the volume and terms of publication. This permission applies equally to newspapers, magazines, radio stations, television channels, websites and Internet pages. The only condition for reprinting and retransmitting is the reference to the source. No prior consent to reprint from the State Council of the Republic of Tatarstan is required.
This permission does seem to be CC BY compatible, for example, but it is not a license. The official permission was deleted, so there is no file similar to official statement about files from kremlin.ru. —andrybak (talk) 19:11, 28 August 2018 (UTC)
