I'm still quite new to Commons sorry if I'm wrong.

Obviously the bodycam footage is in public domain but this file was took from YouTube where the channel's logo and probably it's subtitles is seen. So my question is, would this file still qualify for upload here on Commons even though the YouTube uploader's logo is in the file or do it and the subtitles need to be blurred?
