全書共7冊。分「法律通論」、「論治制之形質」、「治制之精神」、「論三制精神之弊」、「論製作法典之宜忌」等29卷。著者把國家分為民主制、貴族制、君主制三種形式。反對封建專制制度,宣揚君主立憲制,提倡立法、行政、司法三權分立。著者反對酷刑,主張量刑必須比例正確,刑罰必須有教育意義,輿論可作為反對犯罪的工具,應刑罰行為,不刑罰思想、語言等。書中還提出關於審判、立證、拷問等其他方面的論說,以及對一些法律制度的考察。譯者認為孟說並非創聞,而為中國古有之,只是後來失傳而已
