For the record, the 55 Baker Street marks this as an Elliott & Fry photo. Joseph John Elliott died 30 March 1903; Clarence Edmund Fry died 1897, and if it's not them, then it's anonymous. Hence, this is

  1. If this was from 1913, she should be about 66, which seems doubtful. It's similar to a photo from 1892 seen in the gallery at the bottom of this "Newnham News" article, as well as a circa 1870 photograph from https://inews.co.uk/news/suffragist-millicent-fawcett-honoured-parliament-square-statue/ There are photographs of her looking older than this, e.g. the one in http://standardissuemagazine.com/in-the-news/10-things-know-millicent-fawcett/ - Of course, it doesn't really matter.
