Description

Although there is a Configuration Management (CM) policy in place at the Naval Air Warfare Center Training Systems Division (NAWCTSD), it has not been implemented in a manner that standardizes CM across all weapons platforms and programs. Furthermore, CM requirements are not interpreted the same by all personnel required to implement CM for systems acquisition or during the systems' life-cycle support phase. NAWCTSD acquires and supports systems for Naval aviation, surface, and subsurface communities as well as other Government agencies. This thesis presents the essential elements of a comprehensive CM policy and an implementation strategy that addresses the diverse customer base and diverse elements of NAWCTSD required to implement CM policy. It presents research about other Government agencies that have successfully implemented CM. Technical treatises were researched and pertinent information presented. Government regulations and military standards were researched to determine which regulations apply to NAWCTSD and to resolve potential conflicts arising from the interpretation of regulations and military standards. The impact of current acquisition streamlining efforts is presented and analyzed.
