食衞局早前向立法會提交《2019 年吸煙(公眾衞生) (修訂)條例草案》，建議禁止將另類吸煙產品，即電子煙、加熱煙進口香港，及於本港銷售等，一旦違例，最高可被判罰款5萬元及監禁6個月，法例會設寬限期，刊憲6個月後始正式生效。不過自食及管有，則不屬違法。 食衞局局長陳肇始表示，早在2015年已提出全面禁止電子煙，她指因為電子煙不如外間聲稱危害較少。她又指出，無禁傳統煙草是由於傳統煙存在已久，局方希望用更務實的做法，減少市民的吸煙率。她又指，已一直用不同方法控煙，如立法、徵稅、提供科學實證戒煙。 對於有議員反對草案，陳肇始表示會極力爭取議員支持，並解釋政策，因為當中涉及不少法例，又指草案中涉及很多執法細節，她會在法案委員會解釋，希望議員更清楚了解細節。 對於大灣區綱要提到鼓勵本地私人執業醫護到大灣區執業，陳肇始表示，並非叫醫護到大灣區執業，只是鼓勵他們到大灣區作知識交流及傳播工作，讓香港更融入大灣區，以助國家發展大局。 她強調，一切仍會以香港公營醫療體系為先，會繼續增加醫護人手，在醫療方面做得更好。 |
