The URLs are geolocated. This means that it depends on the physical location where you are from accessing whatever Wikipedia, you get the URL that points to the contest in that country. So a German speaker who is situated in Bulgaria, gets a link to the Bulgarian landing page. A Bulgarian who is situated in Germany, gets the German landing page.

The text in the CentralNotice depends on the language of the user set in the preferences, and for anonymous users it should be shown in the default language of the wiki.
