Ecclesiastical heraldry copyright status[edit]

A deletion request was made by an admin on a bishop's that I vectorized, with the reason that it's "a derivative of a copyrighted work" [1]. Even if I explained that it was a vectorization based on very low resolution images [2] [3], and that it was not a one-to-one copy of the original coat of arms since it used the SajoR template, the deletion still pushed through. Most dioceses don't often bother on copyrighting their coats of arms, especially if those are from small dioceses such as from the Philippines where the bishop who bears the aforementioned coat of arms is from. This was one of the most difficult coat of arms to vectorize since I have to zoom in the very low resolution reference images just to figure out its blazon since the diocese didn't provide a clear version or a blazon.

What exactly is the policy on uploading derivatives of ecclesiastical coats of arms? And why is this specific file nominated for deletion while other ecclesiastical coats of arms of new bishops are left alone such that of my other uploads and of SajoR's?
