Commons talk:Unprotected works

This seems like a useful page. I think we should hold off marking it for translation until is has stabilized: no point wasting translators' time with a version that keeps changing. Is the title correct? The transcluded "Not protected" section generally includes government works, but may also include things like folklore, facts and news. Maybe "Unprotected works" would be better. See [1]. Aymatth2 (talk) 13:56, 12 September 2021 (UTC)[reply]

@Aymatth2: I would suggest making Government works as a separate policy page distinct from this. In several jurisdictions government works are copyrighted like UK, Australia, Malaysia, Singapore, and China. JWilz12345 (Talk|Contrib's.) 02:57, 25 August 2022 (UTC)[reply]
@JWilz12345:
  • This page is mostly just a mechanically generated list of transcluded CRT/Country sections named "Not protected", e.g. Commons:Copyright rules by territory/Abkhazia#Not protected. It is not complete: the CRT/Country page for a territory may have no section named "Not protected", but may define works that are not protected. Thus Commons:Copyright rules by territory/United States#Copyright tags mostly covers unprotected works.
  • Some CRT/Country pages have sections called "Government works", but only a few. Most pages discuss government works elsewhere, as with Commons:Copyright rules by territory/France#Images from public web sites.
  • Often some kinds of government work are free, such as laws and regulations, while other types are protected, such as books and brochures. In a CRT/Country page a section named "Not protected" may list government works and other works that are free, while other sections define government works that are protected.
  • We could start a page that gave a general discussion of government works, but every country is different. The United Kingdom has Open Government Licence works we can use and Crown copyright, Parliamentary copyright, etc. that we cannot. In the United States federal government works are free, but state government works often are not.
  • We could work through the CRT/Country pages picking out information on protected and unprotected government works where available, and making a manual list, but that might be hard to maintain. An alternative would be to work through the CRT/Country pages putting all information on government works into standard sections named "Government works", which could be transcluded into a list like the one on this page. The sections on "Not protected" would {{Seealso}} the "Government works" sections where apprioprate. It might be hard to get consensus on a change like that. @JWilz12345: I think our main concern should be that the CRT/Country pages are as complete, accurate and accessible as possible so they can be used for guidance and to help resolve disputes. Pages on general subjects like freedom of panorama, stamps, de minimis, government works etc. can give general concepts, and can transclude sample information from the CRT/Country pages where that can be done easily, but cannot be comprehensive, up to date alternatives to the CRT/Country pages. I could start an essay on government works in general with some dated examples if you think that would be useful. Aymatth2 (talk) 16:07, 27 August 2022 (UTC)[reply]
I made a first cut at Commons:Government works. Not sure how useful it is. Aymatth2 (talk) 13:53, 1 September 2022 (UTC)[reply]
