Commons talk:Office actions

Though some emotion is showing in this page, it is useful to track office actions. Because they do infringe on community self-governance, it is important at least to show people their rarity. It is also clear that the main Office actions article should be changed to reflect that user locks are one of the possibilities. But I don't see a good reason to separate out user locks from other office actions we could identify and list, and thus, let's just have one article. Written a bit more "NPOV"-ish.
