Retrieve the information about ratification/accession and signature of the treaty on the website of the depositary (e.g. United Nations Treaties Collection for UN treaties).
Download an up-to-date version of BlankMap-World.svg or another appropriate blank map in SVG format. This ensures all relevant changes to countries have been taken into account
With a text editor, open the SVG file (often using "open with" followed by clicking on a text editor). Start writing just above </style> <path id="ocean", and add the 2-letter country-code of the countries to be added (each one preceded by a dot and separated by a comma), followed by color instructions following the examples provided earlier in the file (Additional style rules). An example is: .nl, .us { fill: #ff0000; } to colour Netherlands and the United States in the colour red. Please refer to the documentation of the map to see how to set the colors of the political entities in CSS. To facilitate the upgrading of the treaty status, do not edit the file with a graphic editor like Inkscape, but only change the text in the top part of the file.
Update the file to Commons adding {{NoInkscape}} and a legend to precise the colors used (typically, one for the ratification/accession and one for the signature, but other colour systems are possible). Example :

This section is focusing on the legal status of the treaty for the subnational entities, in combination with the way this is coded in the map.
