Yes it is. You can see that in the file name when you click on 'edit'. You will see Commons:Featured picture candidates/Set/Christ Church Cathedral, Dublin as the nomination name. Another tipoff that it's a set nom, is that the nom page name in the FPC list hasn't got a "File:" or "Image:" in the name.
