Commons:Featured pictures : "Featured pictures are images (...) that the Wikimedia Commons community has chosen as some of the highest quality on the site." or from Commons:Featured picture candidates "Featured picture candidates are images that the community will vote on, to determine whether or not they will be highlighted as some of the finest on Commons." I guess they (we) think that is indeed among the highest quality on that site or that is indeed among the finest on Commons. To be "outstanding" is not written anywhere. It is just a reason to oppose if you think that it is an indispensable condition for that an image can be considered among "the highest quality", or among "the finest on Commons". •  Oppose I thought about this for a while now and I've decided to follow my first gut feeling. The image is fine quality wise, but the subject is ... for the lack of a better word ... boring. It doesn't appear to be a particularly special or famous boat, it's not doing anything extraordinary, it's just a photo of a fishing boat sitting on dry land in nice weather.
