But what will become with user talk pages size? Especially of those who don't care about license/copyrights? I don't think that such substitutions are reasonable. --EugeneZelenko (talk) 14:50, 18 November 2012 (UTC)[reply]
Well... strictly speaking that is not our decision to make. If the community has decided that these templates must be substituted, I don't think we should be denying a bot request because we think that community decision is not optimal. --Dschwen (talk) 16:53, 18 November 2012 (UTC)[reply]

I've created a self-populating category Category:Templates which must be substituted. We can ask the community to review this list (since I guess most were just decided by the template creator). --99of9 (talk) 23:36, 19 November 2012 (UTC)[reply]

Recently I stumbled over an instance where it would have been very helpful. Users who are directed from their talk pages to a template through a section edit link of a non-substututed template that should have been subst:ed according to its usage instructions. Then, they often reply at the template's page or blank it and this is then reported as vandalism (while it wasn't intended) to our notice boards. So  please start. If a template shouldn't be subst:ed, it should not carry the {{Must be substituted}}-template. Thank you. -- Rillke(q?) 22:39, 9 December 2012 (UTC)[reply]
