Tinctures can be defined for every CoA file[edit]

Mainly we use tincturing for SVG coa described with template COAInformation;
but it can also be done with any raster image, independent of the Information template -
- see the examples:

When a file is used, it should be described with COAInformation;
frequently used files should be converted if they use still Information
that is not so required for files without or with poor usage.

When the template COAInformation is used, tincturing is mandatory for SVG and raster:
missing tinctures or specifying them without a palette is a maintenenance case.

The palette is a national ot subnational convention of tinctures to use for drawing.
Using a distinctive palette categorizes all drawings together
(the generic palette does not have this function, it is just a placeholder).

But a simple redirect to GN with a (national) palette code can be used to have such a category,
when a real palette doesn not yet exist and may be created later, or even never.
A current example is the pseudo palette IT with the resulting Category:Tinctures (Italy).
