Dividing and naming the category

Dear all,

I would like to make 2 suggestions: Divide the category by year. Rename to English.

I noticed this category is divided by session of the assembly. There could be 1000 subcategories if we do this to completion. That does not make it easy for someone to find. Is the session of 5 january 2015 at session number 15 or at 900? I suggest making an intermediate by year (example: "Sessions of the national assembly of Ecuador in 2015"). That also makes it easier to divide the 30.000+ loose files that are still in the category.

Secondly the category is in Spanish while on Commons all categories are preferably done in English (Commons:Categories#Category_names). This was done a few days ago [1]. I have posted on the talk page of the renaming admin. However, maybe a wider discussion here is better. I suggest renaming this category to English and than creating the subcategories by year. English is the common used language on Commons and that makes it easier for the experienced users to also edit these categories. Currently for example, as a Dutch editor, I would not be able to create a year division for this category, because I do not speak Spanish. It would be better to keep 1 language on mayor categories on Commons.
