Ships by pennant number not appearing in respective watercraft by number categories[edit]

Any idea why the individual ships by pennant number subcategories indicate that they are a subcategory of the respective watercraft by number (as they should), but don't actually appear in nearly all of them? (Nearly all the watercraft by number categories indicate they are empty, but all of them should have a ship by pennant number subcategory.) Any suggestions on how to correct this discrepancy?
