Category:Non-governmental organizations in European Union

This category is well suited for the national level organizations, but Europe is a currently a sovereign state with its own parliament, money and laws… I wish to create a new category (named Category:Non-governmental organizations in European Union) for organizations which operate in Europe as such, not as a local body, but as an European one which operate in the administrative territorial entity of European Union. An example is the Free Software Foundation Europe. Do you think this is relevant ? This probably implies the creation of another categories, with European Union as a country… Genium (talk)
