I was asked by User:Canoe1967 to look into the copyright status of these statues. Because I live in Washington, DC, I had only to set aside an afternoon to arrange a private tour through the office of my congressional representative (Del. Norton). I did so on Friday and, with help from a communications aide, we tracked down all eight and inspected the base. All statues were signed by their sculptors, however only the Ernest Gruening statue had a copyright symbol.

According to this Cornell information page, this means the other seven are considered public domain and suitable for inclusion on public-facing Wikipedia pages. I took photos of the base of each, in case anyone would like to see for themselves. And if you want to follow up with me, probably best to do so at enWP, where I spend most of my on-wiki time.
