I don't believe this photo is available for commercial use under Spain's Freedom of Panorama. For non-commercial use, on Wikipedia, it should be fine. But Spain's FoP law clearly state that use of the image should not "adversely affect the normal exploitation of the works to which they refer." As the Picasso estate now regularly sells images of the original "Guernica" for use in textbooks and other publications, this being available on Commons would make people less likely to pay for rights to use the original image, and thus does not comply with FoP.— Preceding unsigned comment added by 68.55.150.184 (talk • contribs) 16 July 2014 (UTC)
