From that discussion, it seems that the situation is that those photos published in 1982 in France are not free in France and are protected under the publication right until 2033. The presumed owners of the physical photos who published them in 1982 benefited from the publication right which was then of a duration of 50 years after the publication. In 1997, a law shortened the length of publication rigths to 25 years but that law specified that it did not have the effet to shorten the protections that had already begun before then.
