should this be merged with Category:Primary sector of the economy (and redirected), that cat be categorized into here, be kept separate (what's the clear distinction here: basically all industries "deal with" natural resources such as via energy consumption, building materials, etc), the category be moved, or sth else? No, this category should not be merged with Category:Primary sector of the economy because the subcategories are a mix of the primary and secundary sector. And that may be the added value of this category above just Category:Primary sector of the economy or Category:Secondary sector of the economy. But it should have a description showing what subcategories should be in and which should not be in it. Maybe only those industries that are dealing directly or mainly with natural resources. Car manufacturers are further away from natural resources (because they work with processed materials) than factories that produces steal (and thus process natural material into usuable (semi-finished) products for other factories themselves, like car factories).
