Value of subcategories?

Only three subcategories of the 50-odd that are possible. And two of those three are certain to be abolished in a year or two.

Gisborne, Marlborough, and Tasman belong here even though they are regions too.

There are eleven other subcategories of region categories that could be added here with no name change: Ashburton, Kaikoura, Masterton, New Plymouth, Rotorua, Taupo, Waimate, Wairoa, Wanganui, Whakatane, Whangarei. No Timaru or Hastings, interestingly, but categories for them would be findable under "cities", accepting the non-statutory meaning of that word.

We could put some energy into creating the other 40 district categories, but I think maybe the region subcategories are enough for now. People who know a bit about NZ political geography may not know which cities or districts contain Foxton, Rongotea, Bunnythorpe, Taihape, Ohakune, Sanson, Bulls, or Ratana, but a fair proportion know that they are between the Manawatu and Whanganui Rivers and therefore likely to be in "Region of Manawatu-Wanganui". Until we get scores of media in most regions, is that enough?
