Von November 2009 bis Dezember 2011 war er belgischer Außenminister und stellvertretender Premierminister in der Regierung Leterme II. Er war Finanzminister in der Regierung Di Rupo.

He held the portfolios of Deputy Prime Minister of Belgium and Minister of Foreign Affairs and Institutional Reform in the Leterme II Government.
