The Liaoning Postal Administration was established on April 1, 1946, in accordance with the Sino-Soviet Treaty, but was renamed one week later the Port Arthur and Dairen Postal Administration. On Apr. 3, 1947, it was combined with telecommunications and renamed the Kwantung Post and Telegraph General Administration. On May 1, 1949, the name was again changed to Port Arthur and Dairen Post and Telegraph Administration. Postal tariffs were based on local currency and both Manchukuo and Japanese stamps were overprinted for use. (Scott 2013 Standard Postage Stamp Catalogue, Vol. 2, C-F, 2012.
