The Mercer Art Gallery, Harrogate, England, is a public art gallery owned by Harrogate Borough Council. The Gallery owns or is responsible for much of the art in civic and public buildings in Harrogate. There is a short history of the gallery building here: Harrogate Borough Council: History of the Mercer Art Gallery. The building was refurbished in 1874 by architect Arthur Hiscoe.

Note: Some of the artworks owned by Harrogate Borough Council are on permanent display in local civic buildings, or on loan to other Harrogate buildings. Other artworks are shown in a rolling series of exhibitions at the gallery, which is too small to display the whole collection at once.
