There is no reason to put JPEG photos in this category. Commons already knows which file has which file format.
It should only contain JPGs where the file format is unusual for the subject. Usually such images are or will be superseded by SVGs.
The point of this category is to be the root of categories like JPG flags of China (superseded by those in SVG flags of China).
In general, topical categorization by file type is not allowed. Exceptions are: SVG files and to some extent PDF files plus DJVU files, and MIDI files.

In the future, because of developing Wikidata and its property for file format, there will be no topical categorization by file format.
