At the moment there are many images on Commons where the copyright may be held by some heir of a Soviet agency, that once employed the artist or photographer.

See: w:Copyright law of the Soviet Union

Many files in categories like Category:Art of the Soviet Union, Category:Soviet World War II memorials or Category:Monuments and memorials built in the Soviet Union are potential candidates for deletion.

This category exists to sort these images according to their likely copyright status,
so deletion requests can eventually be made for large sets of images with the same copyright issue, instead of deleting them one by one.
This could help to prevent the premature deletion of images where the artwork is PD for some reason,
and will help to restore deleted images when terms of protection end, or the legal situation changes.

It is only for images that may be deleted, so the few cases protected by FoP should not be here (e.g. no buildings from Russia, an no images from Armenia).
