The east-areas of Germany ceded after the World War I (colored) and the plebiscite areas (enclosed by dotted lines) in 1919/20
English: The area of Allenstein (Polish: Olsztyn) in East Prussia was after the World War I according to the articles 94 and 95 of the Treaty of Versailles (signed by Germany, 28 June 1919) occupated by British and Italian military units in January 1920 under the command of an interallied commission in order to overtake the civil administration of this area and to supervise a plebiscite (popular referendum), because Poland claimed this area as own territory. (44% of the then population in the Allenstein-area had Polish origins.) The population of this area should decide in favour of a future state affiliation to Germany or Poland. According to the article 95 of the treaty should the expenses for the practice of this commission and their military units as well as for the preparation and the implementation of the referendum be defrayed by local revenues, and possible additional costs by the German state administration of East Prussia. On order of the commission were for this aim, amongst others, printed and sold special postal stamps for the plebiscite area “Allenstein”. These were valid as solely permitted postage revenue stamps from the the 3rd of April 1920 onwards.

The referendum took place on the 11th of July, 1920. Entitled to vote were all residents of this area older as 20 years on the 10 Jan 1920 or which were born in the plebiscite area before the 01 Jan 1905. The result of the plebiscite was a clear vote of the population (98%) for the remaining of the Allenstein area to Germany.

The Entente commission and their military units left this area on 12th of August, 1920, The actual stamps at this time remained valid until the 20st of August, 1920, but could be used for post-internal aims still to the 13th of September, 1920.
