Hello,
I am categorizing American Civil War pictures and I find this one you uploaded : File:Shsp-wl-image-wmm.jpg.

If you read the page that the image links to and the page before that, you would learn that it is the basic idea of the water line of the future Ironclad "CSS Virgina" to be constructed. The WL means water line.
