See Commons:Licensing for the copyright policy on Wikimedia Commons, and Commons:Image casebook for some specific examples. Some other Wikimedia projects have different licensing policies. For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on Wikimedia Commons; "fair use" materials are not acceptable here.
Please make sure that you only upload educational content you have created yourself, those which are out of copyright, or those for which you have the required permission for the work to be used in all the ways described above. Please note that derivative works of copyrighted material are also considered copyrighted. Again, please read through Commons:Licensing, which is quite crucial, to understanding how Wikimedia Commons works. There is no reason to think Washington State or its archives authored these photos

The state archives may well possess copies of the photos, but I'm perfectly clear about my sources: for the former, a book published in 1891, which was scanned by Google, and in the latter a book published in 1903 that was in my physical possession; I even indicate where I accessed the copy! It is very unlikely that the state archives are where the respective publishers accessed those photos in that era, and in any case a near certainty that the state archives did not author the photos.
If you are making similar edits elsewhere, I strongly advise you to stop. Do not presume that the state of Washington is any sense the author of a photo simply because they possess a copy. - Jmabel ! talk 16:03, 28 August 2021 (UTC)
