Thanks for uploading Image:Reverent_samuel_kobias.jpg. I notice the image page currently doesn't specify who created the content, so the copyright status is unclear. If you have not created this media yourself then you need to argue that we have the right to use the media on Wikimedia Commons (see copyright tagging below). If you have not created the media yourself then you should also specify where you found it, i.e., in most cases link to the website where you got it, and the terms of use for content from that page. If the content is a derivative of a copyrighted work, you need to supply the names and a licence of the original authors as well.
If the media also doesn't have a copyright tag, then you must also add one. If you created/took the picture, audio, or video then you can use {{self|cc-by-sa-2.5}} to release it under the Creative Commons or {{PD-self}} to release it into the public domain. See Commons:Copyright tags for the full list of copyright tags that you can use.
Note that any unsourced and untagged images will be deleted one week after they have been uploaded, as described on criteria for speedy deletion. If you have uploaded other media, please check that you have specified their source and copyright tagged them, too. You can find all your uploads using the Gallery tool. - You can only put as a license whatever the copyright holder has released it under. So you can only put GFDL somewhere if they say "I release this under the GFDL" specfically.
- Does the host allow commercial use and derivative works? Please provide a link to the page where it says what the terms of use are.

- Pls have a look under "Permission" at the pic. What's missing anymore?
- Form and substance fulfills i.m.o. the conditions of GFDL, isn't it?
- If a host don't claims more restrictions, how to declare those "Licens" in a right way?

please excuse my contribution here. The sentence, "The Photo Gallery is an offering of current and archived United Methodist News Service photos and graphics available for use in print and on the Web." (http://archives.umc.org/interior.asp?ptid=2&mid=902) does not at all mean, that pictures published there are under GFDL. Nobody, except the copyright owner (here: United Methodist News Service), is allowed to give these pictures any license. You didn't link to the terms of use of the UMC-website. I've just found the copyright permission: http://archives.umc.org/interior.asp?ptid=1&mid=438 It says: "Copyright Permissions
Except as otherwise expressly permitted under copyright law, you agree not to reproduce, retransmit, disseminate, sell, distribute, publish, broadcast or circulate the information received through UMC.org to anyone, including, but not limited to, others in the same company or organization, without the express prior written consent of UMCom." - In German: Der Satz, "Die Foto-Gallerie ist ein Angebot aktueller und archivierter Fotos und Grafiken des United Methodist News Service für die Nutzung in Druckwerken und im Web." bedeutet überhaupt nicht, dass Bilder, die dort veröffentlicht wurden, unter der GFDL stehen. Niemand außer dem Rechte-Inhaber (hier: United Methodist News Service) darf diesen Bildern irgendeine Lizenz geben. Du hast nicht auf die Benutzungsbedingungen der UMC-Website gelinkt. Ich habe gerade eben die Hinweise zum Copyright gefunden: (Link s. o.) Sie sagen: "... Außer wenn ausdrücklich unter dem (US-)Urheberrechtsgesetz erlaubt, stimmen Sie zu, die Informationen, die Sie auf UMC.org empfangen haben, nicht ohne ausdrückliche vorherige schriftliche Zustimmung von UMCom zu reproduzieren, weiter zu vermitteln, zu verbreiten, zu verkaufen, zu verteilen, zu veröffentlichen, zu senden oder in Umlauf zu setzen, einschließlich, aber nicht beschränkt auf Andere im selben Unternehmen oder in derselben Organisation."
