For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on Wikimedia Commons; "fair use" materials are not acceptable here.
Please make sure that you only upload educational content you have created yourself, those which are out of copyright, or those for which you have the required permission for the work to be used in all the ways described above. Please note that derivative works of copyrighted material are also considered copyrighted. Hi Hedwig in Washington, I am not sure why I have been blocked from adding photos to wiki commons. I am new to wiki commons and must have violated a rule that I am unaware of. You seem like a long time, knowledgeable admin on here. Can you let me know what I did wrong and I will not repeat it in the future.

[edit]Penny, in response to your message on my talk page the EnWiki, the issue here is that you repeatedly uploaded images for which you did not have proper permissions. Your block is for a week, not forever. My advice to you would be to use that week to familiarize yourself with policy and understand what you can and cannot upload. I think COM:L is a good place to start.
@Hedwig in Washington: I'm wondering if you might be able to add some info here? Penny messaged me on the English wiki requesting help on getting unblocked. I had warned them about some behavior on the EnWiki previously and through the conversation it became clear to me this is a user who doesn't mean harm, they just don't understand how this community works. I'm far less active on Commons so I don't have the good links handy... Is COM:L the best place for them to start? @Ronhjones: I uploaded it and emailed all of the reqested info. To the permissions dept. Along with an email from with the permission letter sent directly to them from Josh Freese, the copyright holder. They granted me one week to process the info. Does that adequately allow me to upload deleted content or once it has been deleted I can never upload it again due to the original error even with permission? I mean no harm in any way and am just trying to follow the appropriate protocol. PS. OTRC made a note in the upload section to not delete this photo while it is being reviewed. - Oops. When the OTRS pending notice was added, they should have removed the "No license since" template - or that would have caused deletion anyway. - When an image gets deleted, after 10 minutes the commons delinker bot removes all remote links. You just have to go to the Wikipedia page and revert the bot's edit - done. Ronhjones (Talk) 17:33, 19 December 2018 (UTC)

This image is of a cover of an audio recording, and the copyright for it is most likely owned by either the publisher of the work or the artist(s) which produced the recording or cover artwork in question. It is believed that the use of low-resolution images of such covers solely to illustrate the audio recording in question, on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under the copyright law of the United States. Any other uses of this image, on Wikipedia or elsewhere, may be copyright infringement.
