For what its worth, these images you've flagged were uploaded with the EPA's permission as part of a Wikimedia residency. See https://wikimedia.org.au/wiki/EPA_Victoria_WiR_April_2024_Update The images don't come from the sources you found them, but from the EPA directly. Jimmyjrg (talk) 05:52, 30 May 2024 (UTC)[reply]
@Jimmyjrg: The images are missing permission as Oli.f28 was not the copyright owner. While they have been uploaded as CC BY 4.0 DEED license there is no permission for the license. The EPA would need to provide permission - see comment by administrator Billinghurst at Commons:Undeletion requests. The EPA would need to email permissions-commons@wikimedia.org (see permission Commons:Volunteer Response Team) for all the EPA images Oli.f28 uploaded to Commons and provide permission for their use CC BY 4.0 DEED. I found an email address for the EPA: epa.media@epa.vic.gov.au. They could provide permission for Oli.f28's new category Category:Environment Protection Authority Victoria and for the two images I nominated as breach of copyright so that they can ben undeleted.
