The file probably has been deleted. If you sent a permission, try to send it again after 14 days. Do not re-upload. When the VRT-member processes your mail, the file can be undeleted. Additionally you can request undeletion here, providing a link to the File-page on Commons where it was uploaded ([[:File:Paul Mehling of HCSF.jpg]]) and the above demanded information in your request.

Hi Marchjuly,
The owner of the photo, Ron Jones, informed me that he emailed pemissions-commons@wikimedia.org to give permission using the template provided by Wikipedia. Would it be possible to check to see if his email was received and processed? If there's another place I can write to ask if his permission has been received please let me know. I can provide his email address if needed. Thank you!

If the copyright holder sent in a COM:CONSENT email to Wikimedia VRT, they should've received an automatic reply containing a VRT ticket number. This is sort of like a reference number and can be used when asking questions about the email. Perhaps you can ask them if they did receive such a reply? Bascially, the VRT verification process works as follows:
  1. copyright holder emails VRT and receives an automatic reply containing a VRT ticket number;
  2. copyright holder (or someone else) adds the template {{Permission pending}} to the file's page;
  3. a VRT member reviews the email.
If the email checks out, the VRT member will add the template {{Permission ticket}} to the file's page. If there's a problem with the email, the VRT member usually adds the template {{Permission received}} to the file's page. In the latter case, the VRT member typically contacts the copyright holder via email to try and sort things out. If things can be sorted out, the file will be marked accordingly; if not, the file will eventually end up deleted per Commons' speedy deletion criterion F4 or F5 since copyright ownership can't be verified per COM:PCP.
If, by chance, the copyright holder emailed VRT but just hasn't heard anything at all from them yet, it might be a good idea for them to try again just in case for some odd reason the email never got through. They should use the same address as before and just send another CONSENT email; they might also briefly explain why they are resending in their consent. VRT receives lots of emails but there are only so many VRT members to check them.
Finally, VRT members can only discuss the specifics of emails with those who send them and they won't post any specific details about who sent an email or its contents anywhere on Commons or Wikipedia; you might, however, be able to find out some general information at COM:VRTN, but it would help if you knew the VRT ticket number.
