The Wikimedia Commons (this website) only hosts media files which can be used for any purpose, including:
- use in any work, regardless of content
- creation of derivative works
- commercial use
- free distribution
See Commons:Licensing for the copyright policy on the Wikimedia Commons. Some other Wikimedia projects have different licensing policies. For example, the English Wikipedia allows fair use of sounds and photographs. This is not the case on the Wikimedia Commons: "fair use" materials are not acceptable here.
Please make sure that you only upload works you have created yourself, those which are out of copyright, or those for which you have the required permission for the work to be used in all the ways described above. Please note that derivative works of copyrighted material are also considered copyrighted. - You were blocked because you repeatedly and exclusively uploaded content which violated copyright laws as well as Commons licensing policy. You did this in spite of instructions during the upload process which clearly state what may be uploaded to Commons and in spite of multiple warnings not to continue to upload copyright violations. You recreated the very same images that had previously been deleted for copyright infringement, even after you were specifically instructed not to do this.
- The only one who can issue a legitimate license for publication of a screenshot or scan is the copyright holder of the original work being depicted in the screenshot or the scan. Taking a screenshot of a non-free television show and fraudulently claiming to be the author or attempting to relicense the work is a criminal offense.
- If you cannot find an appropriate license during the upload process, you are most likely trying to upload a non-free work, which is not permitted on Wikimedia Commons.
- This is all clearly explained in Commons:Licensing, which you were repeatedly instructed to read prior to being blocked. I suggest you use the duration of your block to actually follow this instruction.
