Wikimedia Commons does not accept fair use content.
We do this because Commons is a shared media repository. Downstream wikis have different policies based on local laws. Uses that are acceptable under US law, for example, may not be acceptable in many other countries with more restrictive rules. In addition, fair use is not compatible with our aim as a collection of freely distributable media files. Therefore, Commons cannot legally rely on fair use provisions. Non-free content that may be used with reference to fair use may be uploaded locally if your project allows this.

- Please see the information from the Ballotopedia article above. It states: "Ballotpedia has obtained permission from the Wisconsin legislature to use photos found on their website". It then provide a caption to include on the Image Description page, which I did. The photo also appears in the Wisconsin Blue Book, which is an annual directory of state government in Wisconsin. - The Edna St. Vincent Millay and Fr. Cornell photos were purchased from a private seller on eBay. I thought I could upload them since I now owned the photos, but if not, please delete. Thank you. Jhansen23 (talk) 16:38, 3 June 2022 (UTC)
- Also, in regards to the Edna St. Vincent Millay photo, it is very likely that the photo is in the public domain due to being over 100 years old. It is very similar to the "Mamaroneck" photo currently on the page, which is from 1914. I am happy to try to find more definitive proof if needed. Thank you.
