A source is given, but there is no proof that the author or copyright holder agreed to license the file under the given license. Please provide a link to an appropriate webpage with license information, or send an email with copy of a written permission to OTRS (permissions-commons@wikimedia.org).

- Hi - just to clarify what appears to be a couple of misconceptions; I am not an admin at Commons (although I am one at English Wikipedia).
- Secondly, the message I left on your talk page didn't say that the third party hadn't agreed to release the image under the licence that you had selected, but that there was "no proof" that this was the case. If you take a look at the page as I found it, you will see that there was indeed no such evidence. The onus is on the uploader to provide this; ideally at the time of the upload to avoid situations like this one, but if not, the message I left you told you exactly how to provide the necessary evidence.
- I see that permission has now been received and the image is tagged appropriately - so the matter has been resolved in the best of all possible ways.
- It may be worth bearing in mind that the various Wikimedia projects receive a steady stream of material from uploaders claiming all kinds of things, ranging from genuine but understandable mistakes (like not distinguishing between giving permission "to use on Wikipedia" and actually releasing under a free license) through to what can only be understood as attempts to game the system by making false statements about the source, licence, and/or permission. That's why mechanisms like OTRS exist.
- That aside, I think you can appreciate the ethical problems posed by an uploader making claims about what a third party has agreed to regarding that third party's property - we have to be sure.
- I've now taken a look at a couple of other images you've uploaded and have noted similar problems. The most problematic is Image:Oneal.jpg, which states "all rights reserved"; which is incompatible with the free licence (GFDL) that you have claimed for this image. I hope that when communicating with these photographers, you have pointed out that donating work here means that they are left with virtually no rights over the image - the only right they may reserve is the right to be acknowledged as the creator of the work. All other uses, including for profit or for purposes that are "unflattering" to the subject must be permitted. If this is surprising to you, you should probably read Wikipedia's articles on copyleft and the GFDL as soon as possible.

- Just following up here - I've now tagged Image:Hank O'Neal by Esther Bubley 1995.jpg and Image:Berenice Abbott by Hank ONeal NYC 1979.jpg as needing evidence of the permission that you've claimed; note that for the former, we either need permission from Esther Bubley, or permission from Hank O'Neal that includes a statement that he, not Ms Bubley, is the owner of the copyright over the image (otherwise, his permission is irrelevant for Wikimedia purposes - although he unquestionably has personality rights over the image). However, I've listed Image:Oneal.jpg for deletion here since the "all rights reserved" is clearly incompatible with the GDFL. If you know who the copyright holder is (note that althought Maggie Condon may own a physical photo, she does not necessarily own the copyright over the image), you may be able to ask them whether they are willing to release their rights and make the image freely available; you can find a sample declaration of consent here. --Rlandmann (talk) 00:46, 21 August 2008 (UTC)

Your account will be renamed

The developer team at Wikimedia is making some changes to how accounts work, as part of our on-going efforts to provide new and better tools for our users like cross-wiki notifications. These changes will mean you have the same account name everywhere. This will let us give you new features that will help you edit and discuss better, and allow more flexible user permissions for tools. One of the side-effects of this is that user accounts will now have to be unique across all 900 Wikimedia wikis. See the announcement for more information.
Unfortunately, your account clashes with another account also called Ianpclifford. To make sure that both of you can use all Wikimedia projects in future, we have reserved the name Ianpclifford~commonswiki that only you will have. If you like it, you don't have to do anything. If you do not like it, you can pick out a different name.
Your account will still work as before, and you will be credited for all your edits made so far, but you will have to use the new account name when you log in.
