Pic in reference seems to show a problem

There is a difference of name between the creator ant the uploader but perharps it’s only a difference between your name and your nickmane.

If it’s that could you explain that on your user page to lift all ambiguity

If not, just creator can put a license on his picture and you can’t take this decision for him. Thanks to give a valid source with correct license or an authorization of creator (by him) about his agreement for uploading of his picture on Commons. (authorization must send in OTRS system to permissions-commons@wikimedia.org)
