First, note that four different Commons Administrators agreed that your file was out of scope. No one spoke in favor of keeping it. And, if you sent an
As I understand it, this is a part of an application for a building permit in Abu Dhabi. There are two reasons why we agreed not to keep it. The first is the question of whether or not the form is copyrighted. The second is that this is a routine filing -- one of tens of thousands of similar filings made every year throughout the world.
