I went to upload my own photo of the Royal hotel Manilla, which I took myself on a list to Manilla in 2015 only to find an almost identical one already on file. - She gave explicit permission in an email which she sent to Wikimedia commons in the prescribed format. I explained the repercussions of doing so over the phone. She totally agreed. Do you want more information?
