Request reason: "I am the official photographer of the Presidential Administration of Georgia. The email I used to create this account, socialmedia@president.gov.ge, is an official email from the administration. The photographs published are either my own or have been approved by the Communications office in the administration. Why am I blocked?"
Unblock reason: "Commons does not allow working under two accounts, unless alternate account is declared using {{User Alternate Acct|Main_account_name}}. In addition, if you are really representative of Georgian government, then open COM:OTRS page and look, what kind of e-mail should be sent to our permissions department at permissions-commons@wikimedia.org. After that your deleted uploads can be restored. At moment I feel, that you do not need alternate account, so Alexandre Assatiani remains blocked. But if you start upload photos copyrighted by Georgian government without OTRS-permission, then the files will be deleted and you will be blocked again. Commons takes copyright seriously: at first you must prove, that you have right to upload files of Georgian government and only after that you can upload them. It seems I've been blocked because of the same computer has been used for a private account (User:AlexandreAssatiani) and for this work-related account (User:George Abdaladze). The thing is, the email provided for this work account is clearly a work one and if anything, block the other account, not this one using the official email. --George Abdaladze (talk) 13:36, 25 February 2019 (UTC)[reply]

So to me this is an obvious abuse of multiple accounts, it may be one person it may be two. If George Abdaladze wants to register this account as an official government account, he will have to use COM:OTRS, we have no way of seeing any e-mails addresses used to create an account. If you think he will stop unloading and using multiple accounts, until he has sorted out the main account, then feel free to unblock. Ronhjones  (Talk) 17:29, 25 February 2019 (UTC)[reply]
