This is a unit "insignia" of the royal naval auxiliary service and permissible to use
Crown copyright works "Still" in copyright may be released under the Open Government Licence by the relevant rights owner or authorised information provider.
in this case the authorised information provider is

Use of MOD Insignia by the media or for the purposes of illustration MOD will not interfere with the use of MOD badges and logos by the media in relation to news reports relating to the MOD.MOD will not interfere with the use of names, badges and logos in a drama about the MOD or military (for example, on costumes or props), unless the depiction of the MOD or military is intentionally and seriously defamatory .
People are free to use MOD insignia for illustration purposes. For example to include a regimental badge in a website such as Wikipedia for the purposes of describing in their own words what that regiment does.
As you can see Wikipedia is cited as permissible use

After further research i think this is the correct authorisation for the image/insignia

The extract was printed over 30 years ago in an unknown(likely the magazine i will mention) publication by an unknown author as noted in the copy write
it is likely it was from a now defunct naval publication "The Vouluteer" but can not cite it (i have tried.
copy`s of Any issue of the publication is very rare to find ,i only have the last one printed in march 1994 even the publishers Holbrook printers,Portsmouth.dont have a archive of the publication it is that old (almost pre computer age ) only go back as far as 1994,and indeed was asked to send them a scan of the cover
If i can`t use it? i have no problem with that
The ship it refers to i think has been decommissioned and scant records exist about her or indeed any RNXS crew of operations ,as most records where destroyed back in 1994. and this extract may have historical importance
