Original Charter CATV System(s) History
[edit]In 1980 Charter Telecommunications, Inc. was founded by Charles H. Leonard. Mr. Leonard began negotiating to provide cable television services to every township, village and city in Barry County, Michigan. During these early franchise negotiating meetings, Mr. Leonard sought the professional advice and corporate participation of Mr. Gary Wilcox, a well known VP of Engineering at Anixter Inc. in Elk Grove Village, Illinois. Mr. Wilcox agreed to join Mr. Leonard and was made the President of Charter CATV Systems. Mr. Wilcox provided the complete technical ability to design the entire strand map system and the complex headend distribution of services for the new system venture. The original Charter CATV system distribution design was for approximately 120 miles of service plant.
Shortly after Mr. Wilcox joined the Charter company with Mr. Leonard, they began to receive the signed service contracts they sought and negotiated to twenty five (25) year with five year (5) renewal contract agreements. Upon closing several of the initial key franchise contracts, Mr. Wilcox introduced to Mr. Leonard a interested participant in the expanding Charter venture, Gerald (Gerry) Kazma. Mr. Kazma joined the venture as the new company corporate Secretary and financial backer. Mr. Leonard was the primary negotiator for all franchising and the CATV system Executive Vice President (EVP) and General Manager (GM). Mr. Leonard successfully contracted all the relative county-wide franchise agreements in Barry County, Michigan.
