County map SVGs

Hi David,

Thanks for doing all of the work on the county map SVG files. I'm wondering what program you are using to convert the nationalatlas files to SVG, and if it is open source. I'm interested in creating similar maps on the fly with election data for other websites, but I don't have a lot of experience in XML/KML/GML/SVG, etc. Any advice?
