Hi & thanks for the mail. We tend to keep exchanges on wiki so that others can follow what is going on if they need to/want to.

So - user pages. They should not be seen as promotional. When I deleted yours it was (IIRC) your only contribution and we do get quite a few folk who created a page about themselves (pointing to websites) and nothing else.

As to licensing - it would be better to look at it the other way. Can you validly license your uploads to be freely used? If you are Cartoosh (& this is to protect Cartoosh) then the best thing would be to send authority via OTRS. That will ensure there are no difficulties later. This page shows you the licensing required here & if that is acceptable to you as Cartoosh - great.

Finally (for now) I love the cartoons. I am actually a fan of quality political cartoons & have been for years. Ask if you need anything else - cheers

Thank you for your advice on the user page and licensing. I have read a few pages regarding OTRS, but am not totally clear about its benefits versus simply choosing from the canned licenses stated in this page. If you don't mind, please shed some light on OTRS or provide me a couple of pointers, as I'm still learning about wikimedia.

Glad to know that you love cartoons. I plan to load many more, once I get to know better about wikimedia. Again, thank you for your help.

Simple really - someone obviously owns the copyright of those cartoons so we have to have confirmation from that owner that they are happy to freely license them. Unfortunately, we cannot find any record that such an email has been received, and accordingly the file remains without permission.
