Thanks for uploading File:Frederick William Lock, Self Portrait, McCord Museum, Montreal, Canada, M672-P1 356KB,jpg.jpg. I notice that the file page either doesn't contain enough information about the license or it contains contradictory information about the license, so the copyright status is unclear.

If you created this file yourself, then you must provide a valid copyright tag. For example, you can tag it with {{self|GFDL|cc-by-sa-all}} to release it under the multi-license GFDL plus Creative Commons Attribution-ShareAlike All-version license or you can tag it with {{PD-self}} to release it into the public domain. (See Commons:Copyright tags for the full list of license tags that you can use.)

If you did not create the file yourself or if it is a derivative of another work that is possibly subject to copyright protection, then you must specify where you found it (e.g. usually a link to the web page where you got it), you must provide proof that it has a license that is acceptable for Commons (e.g. usually a link to the terms of use for content from that page), and you must add an appropriate license tag. If you did not create the file yourself and the specific source and license information is not available on the web, you must obtain permission through the VRT system and follow the procedure described there.

Note that any unsourced or improperly licensed files will be deleted one week after they have been marked as lacking proper information, as described in criteria for deletion. If you have uploaded other files, please confirm that you have provided the proper information for those files, too. If you have any questions about licenses please ask at Commons:Village pump/Copyright or see our help pages. Thank you.

Response to Magog the Ogre: Can you transfer the subject image from your "Commons" to the "Wikipedia" media domain on the strength of following information regarding my use of that image: I have written authorization from McCord Museum, Montreal, Canada to use the subject Frederick William Lock self portrait image in the Wikipedia article that I am currently writing on my "Contributions" page: "User:Bartonellison/Frederick William Lock" (still in draft form). That image is not downloadable from the copyright owner's web site: [1] The subject 356KB JPG image was sent directly to me by McCord Museum as an e-mail attachment, for which I paid them a fee. The Wikipedia:File Upload Wizard required me to match one their predefined image copyright tags; but I do not believe I have such a "tag." Instead I have the following letter of authorization from McCord Museum to use the subject image use for "my" article, sent to me via e-mail attachment in .PDF format. I can forward that copy to you in that format, transcribed below, if you wish.

Please respond. - Barton Ellison Corrected Response to Magog the Ogre: I ended my previous note to yo by copying the wrong letter from McCord Museum. I have two of them their letter above is for a 35MB high density file of the same Frederick William self portrait. Below is the correct copy of McCord Museum's letter of authorization (in PDF format) to use the 356KB low density image for my Wikipedia article. Please accept the following as sufficient authorization for me to use the 356KB image on Wikipedia. If you can transfer the image from Commons to Wilipedia, perhaps that would be more satisfactory for all concerned. I can e-mail a copy of that letter to you is necessary.

This image is in the public domain so does not need permission from the museum. Their claim to copyright is called copyfraud and in most cases where copyright is claimed over public domain art and should really be ignored. I see an OTRS Ticket#2018121510004939 for this and was going to just close it as public domain. I believe this is the right decision. You might find this article The Public Domain vs. the Museum: The Limits of Copyright and Reproductions of Two-dimensional Works of Art rather interesting and informative on this topic.
