Indian Kashmir has witnessed many societal change makers, one name that has changed the disability scenario in Kashmir is Javed Ahmad Tak. Tak has been continuously motivating persons with disabilities, stakeholders, legislators, decision makers and media to be positive in terms of Disability Rights. Tak has got a track record of helping out persons with different disabilities to seek their rights. His advocacy is highly wonderful and achieved results. Born in the renowned town of literacy importance Bijbehara in Anantnag district in Jammu and Kashmir Javed completed his basic education upto class 8th from Cambridge Public School Bijbehara. After completion of the 8th class examination Javed joined Islamia Hanfia Institute Anantnag where he completed class 12th examination and thereafter 1993 Javed Ahmad Tak joined Government Degree college Khanabal Anantnag and pursued B.Sc. In the final phase of B. Sc Course life took an ugly turn, Javed became victim of bullet and single bullet shot at him at close range shattered his spine, right kidney, spleen and other vital parts of body, which made him bound to wheelchair for whole life. The episode happened when some vailed gunmen entered his cousins house who was then block president of National Conference a regional party in Jammu & Kashmir, the politicians were persuaded by militants to remain away from political process, some other sources say that these armed gunmen in possession of illegal weapons collecting money on gunpoint. Javed's accident was blessings in disguise for hundreds of persons with disabilities in J&K. He started advocacy for the rights of persons with disabilities in J&K and was successful in changing the mindset of hundreds of stake holders to dealt the issues of persons with disabilities on Human Rights approach and not on the grounds of charity and sympathy. Government of J&K issued a number of Circulars and guidelines for the provision of enabling environment for the safe passage for the persons with disabilities. A number of policies were changed and persons with disabilities were given reservation in jobs and educational institutions. While pursuing masters in Social work subject Javed motivated Kashmir University administration to implement reservation in Admissions through Distance mode courses and jobs. The lifts were constructed and students with disabilities were barred from depositing examination fee. Javed played vital role in process of formulating the Rights of persons with disabilities Act 2016. He played active role in making Raj Bawan of Srinagar and Divisional Commissioner office disable friendly. He says that Shree N. N vohra, Honourable Governor, Asghar Hassan Samoon, Mohammad Shafi Rather (IAS) Muneerul Islam (KAS), Dr. Ghulam Nabi Itoo (KAS), Kifayat Hussain Rizvi (IAS), Dr Farooq Ahmad Lone (IAS), Talat Parvaiz Rohella (KAS), Muzaffar Ahmad Wani, Asghar Hussain KAS, Ghulam Mohammad Dar (KAS) as the sensitive and helpful officers in implementing the disability rights. Javed Ahmad Tak established a social organisation working for the rights and entitlements of persons with disabilities under the organisation has started Zaiba Aapa Institute of Inclusive education Bijbehara which is a lone institute for various types of students with disabilities in south Kashmir
