OpposeOn the contrary, in that decree the colombian government explicitly encourages the use of the national symbols in places of gravity and respect which encourage patriotism. See for example articles 12-16.
Of these, I believe article 13 is most proper for the present case. It specifies when the National Symbols may be used in publicity. It says, losely translated, "The National symbols may be used in materials for publicity only when they help nationalistic feeling or lift up the national values." The exact quote is: "Se podrán usar los Símbolos Patrios como medio de publicidad tan sólo cuando dichos mensajes conlleven a la formación de un sentido nacionalista o realcen los valores patrios." At least the image should be preserved for the encyclopedia which, by helping others know about Colombia and its history aids these goals.
Article 14 specifically speaks about using the national symbols in jackets, objects and events - implying license for such use given that the restrictions are met. The only restriction given is that such items should be treated with greatest respect and decorum. ("con el mayor respeto y decoro")
