This image is in the public domain because it was stored on the web servers of the U.S. National Weather Service. NWS-created images are automatically public domain in the U.S. since the NWS is a part of the U.S. government. However, the NWS sites also host non-NWS images which have been submitted by individuals: these may be shown as "Courtesy of ..." but may also not display any notice. Not all images hosted on the NWS website with or without attribution are public domain - in the absence of a specific claim that images on any particular NWS site are public domain, the images cannot be presumed to have been released into the public domain. Any image for which there is no specific disclaimer for the specific site/portion of the site, or which has attribution or a copyright mark, is presumed to not be in the public domain. Images hosted on the NWS Digital Library have been confirmed to be in the public domain explicitly by the NWS for hosting there, according to the Sioux Falls NWS office - link. For other images, the specific contest, collection, or similar gallery page that they are hosted on may have more information regarding whether the rules of that contest required the submitter to release their image into the public domain as a condition of their submission.
